	said county shall be received, and to fix the du-
	ties and compensation of all employees necessary
	to carry on said asylum.
	SEC. — . After the erection of said asylum, all
	persons who have been heretofore determined in
	the Circuit Court for Allegany county to be in-
	sane paupers, and who shall be at the time said
	asylum is ready for use inmates of other institu-
	tions at the expense of said county, shall be re-	Court shall
