ed liquors, or intoxicating drinks of any kind (cider


and home-made wine excepted), in any election dis-


trict of said county wherein a majority of the votes


has been thus cast against the sale of spirituous or


fermented liquors ; nor shall any license be issued or


granted for the sale of the same in any of said elec-


tion districts of said county, on or after the first day


of May, in the year eighteen hundred and eighty-one.


SEC. 4. And be it enacted, That if it shall appear


by the returns of said judges of election and certifi-


cate of the clerk of said court, that a majority of all


the votes cast in Frederick county, at said special


election, has been cast against the sale of spirituous


or fermented liquors, then it shall not be lawful for
