As the term of office of each commissioner expires, the gover-
nor shall appoint a successor thereto for the full term of five
years, and he shall fill any vacancy which may occur in such
board of sidepath commissioners for the balance of any unex-
pired term.

52. Such board of State sidepath commissioners shall
appoint, upon the petition of fifteen resident wheelmen in
any county, a county board of sidepath commissioners, to
consist of five resident wheelmen, upon the approval of the
county commissioners first had and obtained. Said county
board of sidepath commissioners shall exercise the powers and
perform the duties of a local board of sidepath commissioners
of Baltimore city such as are provided in this sub-title for the
county board of sidepath commissioners in any county. The
term of office of the county board of sidepath commissioners
shall be co-existent with that of the board of State sidepath
commissioners.

53. Any county board of sidepath commissioners having
first obtained the consent in writing of the county commis-
sioners, with the advice and consent of the State board of
sidepath commissioners, shall be authorized to lay out, con-
struct and maintain sidepaths along the edges of any public
highway in the county from which they are appointed between
the traveled portions thereof and the line of the abutting
property; and the county commissioners of any county are
empowered to exercise all the duties and powers which the
road laws of any county may provide, so far as the laws are
applicable, to enable and assist in building the sidepaths as
provided in this sub-title.

54. Such board of State sidepath commissioners shall, on
entering upon its duties and in each calendar year thereafter,
determine upon a form of license to be attached or affixed to a
bicycle, to be known as a bicycle sidepath license. Each such
license shall be valid during the calendar year for which it is
issued and no longer. Every person shall be entitled to be
furnished by such board with such bicycle sidepath license
upon the payment of a fee of one dollar therefor.
