of one year, and a secretary, not of its own number, to be
appointed by the commission, and who will serve at the will
of the commission, under such conditions and for such com-
pensation as to it shall seem adequate; said secretary shall
keep a record of the proceedings of the commission, keep
accurate accounts of the financial transactions, have charge of
its work in organizing libraries and improving those estab-
lished, and in general perform such duties as may from time to
time be assigned to the said secretary by the said commission.
Said free library commission shall make a biennial report to
the governor. Nothing in sections 95-109 inclusive shall refer
to or apply to Frederick, Queen Anne's, Garrett, Carroll, Har-
ford, Howard, Charles, Somerset, Wicomico, Kent, Prince
George's, St. Mary's, Worcester or Baltimore counties.

State Library Commission.

110. The governor shall biennially appoint four persons, at
least two of whom shall be women, who, with the State librarian,
superintendent of public instruction and librarian of the Enoch
Pratt Free Library shall constitute a State library commission.

111. Said commission shall annually elect from their own
number a president and secretary, who, with the other members
of the commission, shall serve without pay, but the necessary
traveling expenses of the commissioners in attending upon the
meetings of the commission or its business away from their
homes may be paid out of the fund hereby appropriated. The
secretary shall also act as treasurer of the commission, and all
its monies shall be deposited in a national bank to be desig-
nated by the commission and shall be drawn only by order of
the commission, and upon the joint check of the president and
secretary.

112. Said commission shall give advice and counsel to all
free librarians and public school libraries in the State and to
all committees proposing to establish them, as to the best
means of their establishments and maintenance, the selection
of books, cataloguing and other details of management. The
commission may also send its members to aid in organizing
new libraries or improving any already established; and said
commission shall annually report to the governor, in the month
