journals and all other books published by the authority of the
State, and in return therefor shall transmit a copy of their
annual report to the State library.

106. All real estate acquired for the use and benefit of any
library und reading room as aforesaid established with the
increments thereon and all property that shall be a part of any
such library and reading room shall be exempt from all State,
county and municipal taxation.

1902, ch. 367, sec. 14.

107. The governor shall appoint five persons, residents of
the State, who shall constitute the five library commissioners.
One member of said board shall be appointed for a term of
three years, one for a term of two years and one for a term of
one year, and thereafter the term of office of the commissioners
shall be for the term of five years. All vacancies in said
board, whether occurring by expiration of term or otherwise,
shall be filled by the governor.

108. The commission shall give, advice and counsel to all
free libraries in the State, and to all committees which may
propose to establish them, as to" the best means of establishing
and administering such libraries, the selection of books, cata-
loguing and other details of library management, and the libra-
rian or trustees of any free public library may ask said com-
mission for advice in regard to the establishment of libraries,
the selection of books, cataloguing of books and any other
matters pertaining to the maintenance or administration of the
library, and the commission shall give such advice in regard to
such matters as it shall find practicable. No member of the
board of free library commission shall receive any compensa-
tion, but the board may expend a sum not exceeding one thou-
sand dollars annually for clerical assistance and appropriated
out of the moneys in the treasury of the State not otherwise
appropriated to the free library commission the sum of one
thousand dollars, and any balance not expended in any one
year may be added to the expenditures for any ensuing year.
