100. Said directors shall, immediately after their appoint-
ment, meet at the call of the county commissioners and
organize by the election of a president and vice-president,
secretary and treasurer. The treasurer so elected shall be
required to give bond for the faithful performance of his trust
in such sum as said library board shall determine; the said
bond to be approved by the said library board. Directors
shall receive no compensation; they shall make and adopt
such by-laws, rules and regulations not inconsistent with this
sub-title for their own guidance and for the government of the
libraries and reading rooms as may be expedient. They shall
have exclusive control of the expenditure of all moneys col-
lected to the credit of the library fund under this sub-title, and
of the constitution of any library building, and of the super-
vision, care and custody of the grounds, rooms or buildings
constructed, leased or set apart for that purpose; and they
shall have power to purchase or lease grounds, to occupy,
lease or erect an appropriate building or buildings for the use
of said library, appoint a suitable librarian and suitable assist-
ants, and shall have power to fix the compensation of such
appointees and to remove them if unsatisfactory, and shall in
general carry out the spirit and intent of this sub-title in estab-
lishing and maintaining public libraries and reading rooms.

101. All moneys collected for such libraries and reading
rooms by the county commissioners or governing boards of
incorporated towns, as hereinabove provided, shall be deposited
in the treasury of said county commissioners and of the said
incorporated towns, respectively, to the credit of the library
fund, and shall be kept separate and apart from other moneys
of such boards of county commissioners and governing boards
of incorporated towns, and paid over to the treasurer of the
library board upon the demand of the board through properly
authenticated vouchers.

102. Every library and reading room established under this
sub-title shall be forever free to the use of the inhabitants of the
county, town or city where it is located; subject, however, to
