1902, ch 367, sec. 3.

96. The said board of county commissioners shall have
power to establish free libraries in the county seats of their
respective counties, and in such incorporated towns within the
limits of said counties as the exigencies of the case may require
and the demand of the people of said incorporated towns and
vicinity may justify, so as to give them convenient access to the
free libraries and reading rooms.

97. The governing boards of any municipality within the
limits of any county may, in addition to the tax to be levied, as
hereinbefore provided by the county commissioners, levy a tax
upon the assessed valuation of the taxable property of said
incorporated town, not exceeding seven cents on each one
hundred dollars, to be collected in like manner as the other
taxes of said municipality. The money so collected by the
governing boards of the incorporated towns shall be paid over
to the trustees or board of directors, to be appointed as herein-
after provided, and shall be expended by them as in their
judgment they may deem best.

98. Whenever any board of county commissioners shall
have determined to establish and maintain public libraries and
reading rooms under this sub-title, such board of county com-
missioners' shall appoint for such county a board of nine
directors, to be known as library directors, who are to be
chosen at large with reference to their fitness for such office;
said directors shall be known as the library board, and shall
hold office, one-third for two years, one-third for four years, and
one-third for six years, from the first of January following their
appointment and until their successors are chosen, and at their
first regular meeting shall cast lots for their respective terms,
and biennially thereafter the board of county commissioners
shall, before the first of January of each year, appoint, as
before, three directors to take the place of the retiring directors,
who shall hold office for six years and until their successors
are appointed. The board of commissioners may remove any
director for misconduct and neglect of duty.
