succeeding month that said tobacco shall remain in said ware-
houses; but no charge for outage shall be made upon said
tobacco, and all money received from said storage shall be
credited to the warehouse receipts of the warehouse in which
said tobacco shall be stored, but no tobacco stored in said ware-
houses under the provisions of this section shall be inspected
in said warehouses by any private inspector; and the said
tobacco may at any time be removed from said warehouse by the
owner upon payment of the storage in the same manner as if
said warehouse was a private warehouse.

49. The comptroller, librarian, or other proper officer, shall
furnish each tobacco inspector with a bound copy of so much
of this article as relates to the inspection of tobacco, for his
office use, the cost of the same to be paid out of the tobacco
fund.

50. If any owner or owners of tobacco, or his or their
agent or agents shall believe that any of their tobacco has been
incorrectly sampled, and shall so notify the inspector before
the sale thereof within ten days of the date of its inspection,
the matter shall be referred to a committee of arbitration con-
sisting of three persons, to be selected as follows : One thereof
shall be selected by the inspector, one thereof shall be selected
by the owner or owners of the tobacco or their agent or agents,
and the two thus selected shall select the remaining member
of the committee; and said committee shall then have the
power to require the deputy inspector in charge of said hogs-
head of tobacco to have the same re-opened and, if it shall be
found that the sample does not correctly represent said tobacco,
the said committee or a majority of them shall select a sample
which shall correctly represent, and shall be substituted in the
place of the rejected sample at no cost to the owner; provided,
however, that if said sample shall be found by said committee -
to properly represent said tobacco, then the cost of re-opening
said tobacco shall be paid by the owner of the same, and said
cost shall be one dollar ($1.00) per hogshead.

61. The governor is authorized at the expiration of the term
for which tobacco warehouse No. 2 was rented by the governor,
under the authority vested in him by the acts of the general
