designated by the governor to hold office one year, two for
two years, and two for three years; and hereafter upon the
expiration of the term of office of the person or persons so
appointed, the governor shall appoint a successor to each person
or persons to hold office for three years, from a list of five nomi-
nations submitted to him by the Maryland State association of
graduate nurses annually. All vacancies occurring on this
board shall be filled by the governor in the same manner from
the list of nominations furnished him or from a list of five to
be furnished upon his request for additional names.

163. The members of this State board of examiners shall, as
soon as organized and annually thereafter in the month of June,
elect from their members a president and a secretary who shall
be the treasurer. Three members of this board shall constitute
a quorum, and special meetings of the board shall be called by
the secretary upon written request of any two members. The
said board of examiners is authorized to frame such by-laws as
may be necessary to govern its proceedings. The secretary
shall be required to keep a record of all meetings of the board
including a register of the names of all nurses duly registered
under this sub-title, which shall at all reasonable times be open
to public scrutiny, and the board shall cause the prosecution of
all persons violating any of the provisions of this sub-title, and
may incur necessary expenses in this behalf. The secretary
shall receive a salary to be fixed by the board not to exceed
one hundred dollars per annum, also traveling and other
expenses incurred in the discharge of her official duties. The
other members of the board shall receive five dollars for each
day actually engaged in this service, and all legitimate and
necessary expenses, said expenses and salaries shall be paid
from fees received -by the board under the provision of this sub-
title, and no part of salaries or other expenses of the board
shall be paid out of the treasury. All money received in excess
of the said allowance and other expenses provided for shall be
held by the treasurer for meeting the expenses of said board
and the cost of annual reports of the board.

164. After June 1, 1906, it shall be the duty of said board
of examiners to meet not less frequently than once every year,
notice of which meeting shall be given to the public press and
