represent it before the General Assembly, or any of its com-
mittees.

14. For the purpose of carrying out the provisions of this
sub-title of this article the sum of two hundred dollars is hereby
annually appropriated, and the Comptroller is directed to draw
his warrant on the Treasurer to the order of the Secretary of
State as he may present vouchers for aforesaid sum, or so much
thereof as may be necessary, and the Secretary of State shall
procure for said service, within the bounds of this appropriation,
such clerical help as he may deem proper.

ARTICLE XLI.

GOVERNOR.

Biennial Examination of
Accounts of Offices and
Institutions.
25. He shall cause biennial examina-
tions to be made of State
tobacco warehouses, State
offices and institutions receiv-
ing State aid. Result to be
reported to General Assembly.
26. May employ clerical help; ap-
propriation therefor.
27. To appoint Commissioners for
promotion of uniformity of
legislation in United States.
Battle Flags of Maryland Regi-
ments During the Civil
War.
28. Governor to appoint commission,
personnel of commission; its
duties.
29. Commission to collect regimental
battle flags.
30. Flags to be sent to Annapolis.
31. Appropriation of $1500

32. Future care and custody of such
regimental flags.
Board of State Aid and Charities.
33. Governor to appoint this board
biennially.
34 Applications for State aid to be
made to this board.
35. Board to consider and act on
such applications.
36. Board to report to each General
Assembly.
37. Members ef board not to be in-
terested in contracts for build-
ing or supplies for institutions
applying for State aid
38. Board to serve without pay. Its
secretary. His salary Rent
of board rooms and expenses
of board.
39. Secretary to keep full and care-
ful accounts.
40. Appropriation of $5, 000 for use
