14. For the purpose of carrying out the provisions of this
sub-title of this article the sum of two hundred dollars is hereby
annually appropriated, and the Comptroller is directed to draw
his warrant on the Treasurer to the order of the Secretary of
State as he may present vouchers for aforesaid sum, or so much
thereof as may be necessary, and the Secretary of State shall
procure for said service, within the bounds of this appropriation,
such clerical help as he may deem proper.
