person or corporation in connection with such employment of
legislative counsel or agents, or in connection with promoting or
opposing in any manner, directly or indirectly, the passage or
defeat by the General Assembly of any legislation within the
terms of this sub-title; said reports shall be made in such form
as may be indicated and approved by the Secretary of State, and
shall be open to public inspection.

10. Legislative counsel or agents shall within ten days of the
date when their names are entered upon the legislative dockets,
as required by this sub-title, file with the Secretary of State a
written authorization to act as such counsel or agent, signed by
the person for whom they claim to act.

11. The Governor, whenever any bill is presented for his
approval, and he has reason to believe that in connection with
the passage thereof by the General Assembly improper expenses
have been paid or incurred, may require any or all legislative
counsel or legislative agents and their employers to render him
forthwith a full, complete and detailed statement, duly sworn to,
of all expenses paid or incurred by them, or either of them, as
aforesaid.

12. Any person who shall violate any provisions of this sub-
title shall be guilty of a misdemeanor, and for each offense shall
be fined not less than one hundred dollars nor more than one
thousand dollars, in the discretion of the court. Any person
who shall act as legislative counsel or agent contrary to the pro-
visions of this sub-title shall be likewise guilty of a misdemeanor,
and subject to a like fine, and shall also be disbarred from acting
as such counsel or agent for a period of three years from the
date of such conviction. It shall be the duty of the Attorney-
General, upon information, to bring prosecutions for the violations
of this sub-title.
