3. The said commission shall see that proper investigation is
made of the condition of the roads in this State, and of the best
means of improving the same, together with a study of the
classification and distribution of the road building materials in
the several counties.

4. The said commission shall see that a report upon the state
of the roads and the best method of improving, constructing and
maintaining the same, with estimates of costs, expenses and
plans, be submitted to the next session of the Legislature, and
that special reports be prepared at such time as they are deemed
necessary.

5. The said commission shall see that record is kept of all its
proceedings, and of all moneys received and spent under its direc-
tion, and for what purposes; which record and account shall be
submitted to the said commission at the semi-annual meetings of
the same to take place in March and November, such records and
accounts to be always open to the inspection of any committee
which the Legislature may appoint.

6. All moneys paid out on account of this work shall be paid
by the State treasurer upon the order of the executive officer of
the commission, endorsed by the comptroller.

7. The sum of ten thousand dollars annually, or so much
thereof as may be necessary, is hereby appropriated out of any
money in the treasury not otherwise appropriated, for the pur-
pose of carrying out the provisions of this article.
