invested with all powers necessary to carry into effect the pro-
visions of this sub title, but no expenses shall be incurred beyond
the amount appropriated.

122. The sum of three thousand dollars per annum is hereby
appropriated for the formation and support of Farmers' Insti-
tutes in this State; and the comptroller is hereby authorized to
issue his warrant, annually, upon the treasurer of the State, for
the said sum of money, out of any fund not otherwise appro-
priated; the said sum of money shall be payable to the order of
the Maryland Agricultural College, on or after the first of
October of each fiscal year; and the first yearly payment shall
be made during the fiscal year ending September thirtieth,
eighteen hundred and ninety-six.

123. Accurate accounts of the expenditures of the money
received under this sub-title shall be kept by the registrar of the
Maryland Agricultural College separate from the general college
accounts; and an itemized and detailed report of such expendi-
tures shall be made annually and published in such manner as
the board of trustees of the Maryland Agricultural College shall
direct.
