town; to suppress all disorderly meetings; to prevent the firing
of cannon, guns, squibs or any kind of fire-arms or fireworks in
said town; to suppress and abate all nuisances; to prevent goats,
swine and geese from going at large; to prevent any immoderate
driving through the streets with carriage, stage, cart, wagon or
other vehicle, or on horseback, so as to endanger the lives, limbs,
or property of the citizens of said town, or disturb the quiet
enjoyment of the streets and thoroughfares; and to prevent the
parading and indecent exhibition of any stallion through the
streets; and may impose fines, not exceeding ten dollars for any
one offence, on any person violating said ordinances.

197. They may provide by ordinance for the immediate
arrest, without warrant, of any person violating any town ordi-
nance by driving through the streets, when, in the judgment of
the president, or any two of said commissioners, the delay neces-
sary to the issuing of a warrant will be dangerous to the peace
and quiet of the village, or the lives, lirnbs or property of its citi-
zens ; and when it shall appear that the offender is intoxicated, so
as to render it unsafe to permit him to drive through the street,
they shall provide for the removal of the horse and vehicle
beyond the limits of the village, or for the deposit thereof in
some place of security until the offender shall be sober; and may
confine said offender in some secure place until he shall be sober.

198. The commissioners shall have the power to build a
lock-up or place of confinement for the reception of offenders,
and the cost thereof shall be assessed npon the citizens of the vil-
lage, and collected as other town taxes, hereinafter provided for

199. They shall have power to determine the limits of the
town, and extend the same if they deem it expedient, and they
shall file with the clerk of the circuit court for Cecil county a
description of the boundaries established by them, which shall be
deemed a record of the boundaries of the town.
