192. Every commissioner so elected, before he enters upon the
duties of his office, shall take an oath before some justice of the
peace of the county that he will diligently and faithfully, accord-
ing to the best of his judgment, perform the duties of a commis-
sioner of the said village, without favor, partiality or prejudice, and
a certificate of such qualification shall be made and returned by
said justice to the said commissioners, to be filed and recorded
among their proceedings.

193. If any of the said commissioners shall die, resign or re-
move from said village, or be otherwise disqualified during the
year for which he may be elected, an election to fill the vacancy,
the time and manner of holding which shall be prescribed by the
commissioners, shall be held, at which all persons qualified as
hereinbefore mentioned, shall be entitled to vote.

194. If the inhabitants of said village shall at any time neglect
to make an election at the time required by this sub-title of this
article, the power of electing commissioners shall not thereupon
cease, but shall continue the same as though such election had
been made, and the president and commissioners for the time
"being, shall continue and remain in office until such election shall
be held.

195. The commissioners so elected may meet and adjourn
from time to time as they may think proper, and at their first
meeting, which shall be within one month after their election,
shall choose from their own body a president, who shall preside
at all meetings of fhe commissioners, vote on all questions before
them, and remain in office until superseded by the appointment
of a new president, after a new election of commissioners.

to pass ordinances regulating the market, the inspection, measure-
ment and weight of all provisions, grain and wood sold in the
