so summoned, and refusing to appear or to be sworn, or to
answer, shall be liable to prosecution therefor, and upon convic-
tion before a justice of the peace, shall be fined not exceeding
thirty dollars for each offence, said fine to be paid into the county
treasury to the credit of the public school fund; and every sum-
mons issued under this section shall be returnable on the day
named therein, and shall be directed to the sheriff of the county,
who shall receive the same fees, and be liable to the same pen-
alties as are now received or incurred by him in the service of
summons or citations issued by the orphans' court.

114. The pay of witnesses for attendance before the county
commissioners shall be the same as for attendance before the cir-
cuit court, and shall be regulated in the same manner.

115. The county commissioners shall, before making their an-
nual levy in each and every year, contract for printing and pub-
lishing, for the period of one year from the date of making such
contract, all matters required by law to be published, except the
public local laws which may be passed at each session of the
general assembly, in two newspapers of opposite political parties,
and not more than two; which papers shall be, respectively, of
largest circulation, each of its own party, published in Cecil county;
provided, said contract shall not allow for compensation for such
printing and publication a sum exceeding in the aggregate twelve
hundred dollars.

116. If they shall not succeed in effecting such contract with
the two newspapers of largest circulation and representing the
opposite political parties as aforesaid, then they are authorized
to contract with any other two papers representing the opposite
political parties, and published in Cecil county, who will agree
to do the said work for a sum not exceeding in the aggregate
the sum of twelve hundred dollars.
