109. He shall receive annually, as a compensation for all ser-
vices and duties of whatsoever kind performed by him whilst
clerk, by the direction or authority of the commissioners, a sum
not to exceed in the whole fifteen hundred dollars, and shall
give bond to the county commissioners in the sum of twenty-
thousand dollars, for the faithful performance of his duty as such
clerk.

110. He is authorized and empowered to administer an oath
or affirmation to any person filing in the office of the county
commissioners a claim against the county, or other paper to
which an affidavit may be required by law, or by order of the
commissioners to any persons who are to be examined as wit
nesses in any matter before the commissioners, and in all other
cases in which he may be required, in the discharge of his duties
as clerk to the commissioners, to administer an oath or affirma-
tion ; and for such additional service, no additional compensation
shall be allowed said clerk.

111. In case of a vacancy in the office of clerk to the county
commissioners, they shall fill the same.

112. They shall annually levy such sums of money as thej
may deem necessary for the support of indigent poor who they
think should be out-pensioners; but in no case shall they levy
more than thirty dollars a year for any one person; they shall
levy in each year such sum as they shall ascertain, by a careful
estimate, to be sufficient to pay all the current expenses of the
county for the ensuing year, and shall apply the sum so levied,
first to the payment of State's witnesses and jurors, and then to
such other expenses as they may deem proper.

113. The county commissioners are authorized and empow-
ered to issue a summons for any person whose appearance before
them they shall deem necessary for any purpose; and any person
