49. Any person who, by reason of gross neglect or inattention,
shall violate the preceding section, shall be fined twenty-five
dollars for each and every such offence, and pay all damages that
may be done to the said bridge.
BRIDGE OVER SUSQUEHANNA RIVER.
1888, ch. 306.
50. The county commissioners of Harford and Cecil counties,
respectively, are authorized and empowered, in their discretion,
to contribute to the building of a bridge over the Susquehanna
river such sum as they may deem proper, not exceeding fifty
thousand dolkrs for each of said counties, upon such terms as
may be agreed upon by said commissioners and those engaged in
building said bridge; provided, said bridge when completed be
and remain free for public travel of every kind except over rail-
roads.

51. The bridge referred to in the preceding section as free for
public travel of every kind may be built and operated in connection
with a railroad bridge, and the railroads using said bridge may be
charged toll for said use; provided, ample provision be made for
public travel of any kind other than that by railroad.

52. Before the county commissioners of either of said counties
contract or agree to contribute or subscribe as mentioned in sec-
tion 50, they shall require the plans of such bridge to be sub-
mitted to them, and shall approve the same as providing safe and
proper facilities for public travel.

53. The county commissioners of each of said counties may,
respectively, make said contribution in the shape of a subscription
to the capital stock of a company to be duly chartered under the
laws of this State, to build such bridge upon such terms and con-
ditions as said county commissioners may prescribe for the pur-
pose of securing a compliance with the spirit and requirements of
these sections.
