31. All sheriffs, constables and other officers shall aid the
trustees for the poor and insane, and all persons employed by
them, in the performance of their respective duties.

32. If any person shall be sued or prosecuted for any matter
or thing done by him in execution of any duty imposed by
law, or any matter or thing herein contained, he may plead the
general issue and give the special matter in evidence in his
defence; and if verdict shall be given for the defendant, of
if the plaintiff be non-suited or discontinue, the defendant shall
recover treble costs; and if the plaintiff is unable to satisfy
the same, they shall be paid by the attorney who brought the
suit, unless the plaintiff shall give security for the costs, to be
approved by the court.

33. The trustees of the poor in Cecil county, and their suc-
cessors, shall be entitled to the residue of all personal estate of
persons dying intestate in said county and leaving no legal
representative, and the administrator of the person so dying shall
pay the same to them.

34. No person shall vend at auction any goods, wares or mer-
chandise of any name, kind or description whatsoever, within the
limits of any incorporated town in Cecil county, or within the
circuit of one mile of any such incorporated town, unless he shall
first pay to the clerk of the circuit court for said county the sum
of seventy-five dollars for such privilege for one year, or eight
dollars per day for each day he may be employed in selling as
aforesaid, to be applied to the use of the State and paid into the
treasury thereof by said clerk.

35. The provisions of the preceding section shall apply only
