authority and control of said corporation shall extend for one-
fourth of a mile in every direction beyond the aforesaid limits.

145. All persons who have resided within the said corporate
limits of said town for twelve months next preceding the elec-
tion, and who are qualified to vote for delegates to the general
assembly of Maryland, and all other persons non-resident of said
corporation, but who may be otherwise so qualified, and who
own real or personal estate in said town of the value of at
least five hundred dollars, shall elect by ballot, on the first
Monday in May in each and every year, one person for burgess,
and five commissioners, each of whom shall be at least twenty-
five years of age, and shall have resided in said town at least one
year previous to the day of election, and be the owners o E real
or personal property, or both, in his own right in said town,
assessed at more than six Hundred dollars.

146. All elections for officers shall be held by one or more
judges of election, who shall be appointed annually by the burgess
and commissioners of said town, and in such manner, and at such
place, and after such notice as may be directed by ordinance of
the corporation not inconsistent with this sub-title of this article.

147. The judges of all elections for officers held under this
sub-title of this article, before holding any election, shall each
swear or affirm before a justice of the peace for said county
that he will fairly and impartially act as judge of such election;
and said judges of election shall keep the polls open from one
o'clock until four o'clock p. M., and shall in the presence of such
persons as may desire to witness the same, immediately there-
after count the ballots, announce the result, and make and sign
a written certificate thereof, which they shall deliver to the clerk
of said town.
