race; thence with the northeast side of the mill-dam to Chew's,
bridge, leaving the dam and bridge outside the corporation ; then
northeast on the west side of the road to the. division line between.
Jesse Lambert and E. W. Engler, leaving the road outside of said
corporation; then along the said line to a point directly opposite
the line between A. H. Baker and Josiah Hibberd, on the east
side of Calvert college; then from this point northerly, through
the land of A. H. Baker to the division line between said Baker
and Hibberd, to the northeast corner of the land of said Baker,
to a ten-pin alley; then westwardly with the lines between said
Hibberd, Baker, Frownfelter and others, to the lands of D. H.
Maynard; then with a straight line north and parallel with said
Maynard's garden fence, then to the garden fence and with it to
said Maynard's outer gate; then with a. straight line to the syca-
more tree, the place of beginning.

99. The burgess and commissioners may, with the written
consent of the owners thereof, include any other adjoining prop-
erty within the limits of the town, but they shall not exclude
any property from the limits of the town, now or hereafter in-
cluded therein.

100. The owners of taxable property in New Windsor, living
in Carroll county, and all other persons who have resided in said
town six months, and are qualified to vote for delegates to the
general assembly, shall, on the first Monday in May, annually,
elect by ballot, a burgess and not less than three nor more than
five commissioners, who shall be lot holders in said town, and
shall have resided therein twelve months, and are qualified to vote
at said election.
