office to which he has been elected, in which case it shall be the

duty of any justice of the peace residing within said corporation,
at the request of five taxable citizens therein, to appoint the
judges, who shall give legal notice of the time and place for
holding another election for mayor and common council, and so,
from time to time, whenever such vacancy may occur.

73. All property within said limits, except that occupied as
churches and schools, and the property owned by Daniel and
Jacob Lodge, Improved Order of I. O. O. F., shall be subject to
such taxes and charges as may be deemed necessary by said mayor
and common council, to support and maintain the expenses which
may at any time be incurred in the improvements of said town,
and for other corporate purposes, not exceeding twenty cents on
every one hundred dollars of the assessed value of all houses and
lots fronting on streets and alleys, and all vacant lots and prem-
ises and farming lauds not contiguous to streets and alleys, shall
te taxed on not more than one acre thereof, and the value of
improvements thereon, if any, shall not exceed five cents on every
hundred dollars of the assessed value thereof.

74. Such tax shall be collected and paid to the treasurer by
the collector annually appointed by them, who shall have power
to distrain therefor as the collector of the county assessment has
to distrain for the same; and the mayor and common council
shall require the said collector to enter into bond with sufficient
security to the said board for the true and faithful performance of
his duties as such, which said bond shall be liable as collectors'
bonds are under the laws of the State; and the said mayor and

common council shall fix the compensation of such collector.

75. The mayor and common council, whenever they think the
public interest requires it, may cause an assessment to be made
of all the property in said corporation, subject to assessment
as aforesaid, by three competent persons as assessors, appointed by
them; and said mayor and common council shall prescribe the
