718 CARROLL COUNTY. [ART. 7.

and the persons having the highest number of votes for the sev-
eral offices of mayor and common council shall be declared duly
elected.

1870, ch. 135.

69. The judges and clerk of election shall notify the persons

elected of their election, and the persons so elected shall severally
hold their respective offices from the first Saturday of April in

each and every year next ensuing the election, for and during
one year, and until their successors shall be duly elected and
qualified.

70. The mayor and common council, or a majority of them,
may meet from time to time, as the occasion may require, upon
the business of the town, and not less than once in every three

months; and if during the year for which they may have been

elected, the mayor or any of the common council should die,
resign or refuse to serve, or move from said town, or be other-
wise disqualified, a majority of said body yet in their seats shall
fill said vacancy, by the election of a person having the aforesaid
necessary qualifications, until the next general election.

71. All ordinances passed by the mayor and common council

shall be entered by their clerk in a book to be kept by him for
that purpose, which shall be at all times open for the inspection
of any person interested; and copies of all ordinances shall be
signed by the mayor and set up in the most public places of said
town, that they may be generally known.

1872, ch. 96.

72. All officers of said corporation, except the mayor, before
they enter upon the duties of their respective offices, shall make
oath before the mayor or a justice of the peace for Carroll county,
that they will act faithfully, without partiality or prejudice, in
all things appertaining to their respective offices; the mayor shall
qualify by taking and subscribing said oath before the clerk of
the circuit court, or before one of his sworn deputies; and a
failure to qualify within two weeks after his election, shall be

deemed a refusal, on the part of the party failing, to accept the
