which tax shall be collected and paid to them by a collector
appointed by them; and the said collector shall have the same
power to distrain therefor as the collector of county taxes has.

130. They shall fix the term of office, responsibility and com-
pensation of said collector.

131. They may appoint a bailiff, and fill any vacancy in his
office until the annual election of commissioners; and the new
