1. The county commissioners, in the month of April in each
year, shall appoint five persons, inhabitants of the county, to be
trustees of the poor of Caroline county.

Ibid sec. 2.

2 In case of death, resignation, refusal to act, removal out of
the county, or disqualification of any of the said trustees, the
vacancy shall be filled by the county commissioners, if in session;
if not, the trustees shall fill the vacancy until the meeting of the
county commissioners.
