44. The clerk of the circuit court for Calvert county is au-
thorized to adopt and use the Campbell system of indexing;
provided, the judges of the said court, or a majority of them,
think it advisable that said system should be adopted and used in
said court.

45. In the event of the adoption of the said system of index-
ing in said court, the clerk is authorized to draw on the county
commissioners for the sum of one hundred and fifty dollars to
pay for the right to use the same.

46. There shall be three county commissioners for Calvert
county.

47. The county commissioners are authorized and directed at
their first meeting after their election and qualification, to elect
by a majority vote one of their number president and treasurer,
who shall serve until his successor is elected and qualified.

48. The said president and treasurer shall receive and be re-
sponsible for all monies which shall be paid to the said county
commissioners, and shall keep an accurate account of all receipts
and expenditures; and before he acts as such he shall give bond
to the State of Maryland in the penalty of ten thousand dollars,
with surety to be approved by two judges of the orphans' court,
or one judge of the circuit court for Calvert county, with con-
ditions that he shall well and faithfully execute his office, and
shall account for to the county commissioners of Calvert county,
and pay upon their order the several sums of money which he
shall receive for the said commissioners, or be answerable for by
law, at such times as the said commissioners shall require.
