of the water-works for the fiscal year, shall be ascertained or
estimated for, as nearly as can be, by the finance committee of
said city council in making up the annual levy; and immediately
thereafter the clerk shall advertise for one week in the daily
papers of the city, for bids to furnish said supplies and tools, or
to make such repairs; said bids to be opened by the clerk in the
presence of the city council, and the award shall be made of such
contracts to the lowest responsible bidder therefor; provided,
that such lowest bid shall be considered reasonable by said city
council.

89. No draft shall be drawn upon the treasurer of said city
unless there shall be in the treasury at the time of drawing the
. same a sufficient sum of money to pay such draft.

90. Every officer of said city who shall in the course of his
official business receive monies belonging to said city, shall pay
the same over to the treasurer, and to no other person; and no
officer of said city, except the treasurer, shall pay any drafts or
obligations of said city.

91. No street shall be graded, nor shall any grade be established
for any street, nor shall any grade be changed or altered upon
any street, or part of a street in said city, nor shall any repairs
be made upon any street, or part of a street therein affecting the
existing grade thereof, except under the supervision of the city
engineer, and upon plans made by him, which plans, however,
the city council may change or modify, if objected to by any
party in interest

92. The mayor and each member of the city council shall,
during the whole term for which they are elected, continue to be
possessed of all the qualifications rendering them eligible; and if
any one of them, during the term for which he was elected, shall
fail to retain all the qualifications necessary to render him
eligible, he shall forfeit such office, and a new election to fill
the vacancy caused thereby shall be immediately ordered by
