purchase, incur any obligation, or in any way pledge the faith
and credit of the city for any sum for any purpose whatever
without having first obtained the written order of the council,
approved by the mayor, (or passed over his veto as the case may
be; ) and any debt or obligation contracted in violation of the
provisions of this section shall be altogether and in every way
subject to the approval and ratification of said mayor and city
council.

86. When the appropriation made by the mayor and city
council in the beginning of each fiscal year for any or all of the
departments of the city government shall have been exhausted,
the clerk shall immediately report the fact to the mayor, who
shall communicate the same in writing to the council at its next
meeting, which notice shall operate to close up such department,
so far as any outlay of money or issue of drafts is concerned,
from the time said notice is given until the close of said fiscal
year; and no extra appropriation, outlay of money, obligation or
expenditure whatever on account of such department shall be
made or allowed by the mayor and city council during the re-
mainder of said year; but this section is not to apply to the
department of the city water-works.

87. It shall be the duty of the city clerk to report any and all
violations of either of the two preceding sections, by any officer
or employee of the mayor and city council, to said body, where-
upon such report shall be at once investigated, and if ascertained
to be true, it shall be construed as a surrender of his office or
employment by such officer or employee; whereupon, it shall be
the duty of the mayor, as soon as the truth of such violation is
known to him, to at once remove such officer from office or em-
ployment; and the said mayor and city council shall have no
power to condone such offence or reinstate such officer or em-
ployee during said year.

88. All supplies needed by the several departments, and all
repairs to machinery at the water-works, to implements or tools
used by employees of the supervisor of streets, or superintendent
