legitimate expenses of the election, by order of the managing
convention under whose authority such election is called, to the
executive committee of such managing convention, which com-
mittee shall publish in one or more newspapers published in said
city, a list of the names of the said candidates complying with
the requirements of this section, and opposite their names, the
names of the offices for which they are candidates, at least three
days before such election; any person who fails to comply with
the requirements of this-section, or who fails to comply therewith
in time to enable the executive committee to make the publica-
tion herein required, shall not be voted for at said election, and
if any votes are cast for him they shall not be counted.

277. All primary elections held under the provisions of this
sub-title of this article shall be by wards, and at every such
election the polls shall bo open for the reception of votes from
eight o'clock A. M. to eight o'clock p. m., and no longer.

278. The managing convention of any such political associa-
tion or party, shall appoint a board of three persons to revise the
selections of judges and clerks made by the ward delegations, as
hereinafter provided for; the time of appointment, the term of
service, and the filling of vacancies in said board to be deter-
mined by such convention; and shall prescribe by resolution the
qualifications of such judges and clerks; the delegation to such
managing convention from each ward, shall select for each
election to be held under the provisions of this sub-title of this
article, three persons to act as judges, one of whom shall be
designated as return judge, and two persons to act as clerks,
having the qualifications prescribed as aforesaid, and shall fix the
polling-place in said ward, which shall be as near the center of
the ward as possible, and not in any house where intoxicating
liquors are sold; each of said ward delegations shall return to said
board of revision a list of the judges and clerks, and the polling-
place selected by them, at least ten days before the election for
which such selections are made; the list to remain in the rooms
of the executive committee of such managing convention until
