judges, to make the said advertisements, or of the said board to
appoint properly qualified judges, whether in the stead of any so
disqualified or otherwise, shall be held and taken to be a misde-
meanor, and shall be punishable by fine in the discretion of the
court, on conviction thereof in a court of competent jurisdiction.
ELECTIONS—PRIMARY.

274. Any primary elections hereafter to be held by any vol-
untary political association or party in the city of Baltimore for
delegates to any managing convention, otherwise called city con-
vention, or to any nominating convention, or for the nomination
of candidates for State or municipal office, shall be held under
the terms and subject to the provisions of this sub-title of this,
article, if so determined as hereinafter provided, by such volun-
tary political association or party.

275. Any such political association or party desiring to hold'
any such primary election under the terms and subject to the
provisions of this sub-title of this article, shall determine the
same by a majority resolution of its managing convention, which
resolution shall contain the call for the election, its purpose, the
day when and the hours of the day between which it is to be
held, the qualifications of the persons who may vote thereat, and
that said election is to be held under and subject to the provis-
ions of this sub-title of this article; upon the publication of such
resolution, under the hand of the president of such managing
convention, once, at least thirty days before the holding of such
election, in one or more newspapers published in said city, the
election called in such resolution shall be held under and subject
to the provisions of this sub-title of this article, otherwise it shall
not be.

276. All persons desirous of being voted for at such election
as delegates to any managing convention, or as candidates for
any State or municipal office, shall send in their names, the
names of the offices for which they are candidates, and the
amount of money that may be assessed to them to defray the
