register of the city and the clerks employed by the city or under
its authority; the register shall be appointed by a convention
of the two branches of the city council, biennially, and shall be
commissioned by the mayor, but shall be removable at pleasure-
by a convention of the said two branches; all vacancies happen-
ing during the recess of the city council shall be filled by the
mayor, until the ensuing session of the city council.

31. All persons holding office under the corporation of the
city of Baltimore, shall, unless otherwise provided by law or
ordinance, hold their respective offices during the pleasure of the
mayor; but no persons holding office by appointment of the-
said mayor, who, as officers or employees of said corporation
may be defaulters to said corporation of Baltimore city, or who-
are not citizens of the United States of America, and of the State
of Maryland, or who are not registered voters in said city of Bal-
timore, except females, shall hold any office of emolument, trust
or profit, under the corporation of said Baltimore city; and it
shall be the duty of the mayor of said city, upon complaint being
made to him in writing, and signed by the party making it,
involving any one of the above enumerated causes, and sustained
by competent proof, to immediately revoke, or cause to be
revoked, any commission issued by him, and vacate, or cause to be
vacated, any appointment made by him, and held by any person
under the said corporation of Baltimore city, who may be disquali-
fied by the terms of this section; and it sliall be the duty of the
said mayor of said city, upon complaint being made in writing
to him, and signed by the party making it, to immediately invest-
igate the cause so complained of, fairly and fully; and pending
said investigation, the comptroller of said city is prohibited from
drawing his warrant to pay to the person so complained of, any
moneys that may be due him for services rendered, after such
complaint, as salary or emoluments attached to the office he may
hold under the said corporation of Baltimore city.

32. The mayor and city council have power to provide by
ordinance for the appointment, as other city officers are appointed,
