26 ALLEGANY COUNTY. [ART. 1.

documents of the city in his safe custody and control; record all
the financial transactions of the mayor and city council; keep an
accurate account of the receipts and expenditures of the same,
and give such bond and perform such other duties as the ordi-
nances of said city may prescribe; and the records of said city
clerk's office and all transactions, papers and proceedings kept
therein relative to the affairs of said city shall be deemed public
records, and shall be at all times subject to inspection and exami-
nation; in case of the death, resignation, removal, disqualification
or inability of any city clerk, or in the event of a vacancy in
said office from any cause whatsoever at any time, the city coun-
cil of said city may elect a person to fill the unexpired
term of his office; such person so to be elected by said
city council shall possess all the qualifications hereinbefore
provided for said officer, and a majority of all the mem-
bers of said city council present at the time such election
is held, shall be necessary to elect; and said city clerk,
(whether elected by the people in. accordance with this sec-
tion, or by the city council to fill an unexpired term, ) may be
removed by the vote of a majority of all the members elected to
said city council at any time, for misconduct, neglect of duty or
inability to perform the functions of his office.

56. The city council shall meet at the council chamber, or some
other convenient place, as often as they may think necessary, but.
at least once in each month, on the first Monday thereof.

able compensation for their services as they may think proper.

58. All vacancies in the city council shall be filled without
delay from the ward or wards from which such vacancies occur,
or at large, as the case may be, in such manner as has been or
may be directed by ordinance; and in case of a vacancy in the
office of mayor, a new election to fill such vacancy for the unex-
pired term shall be ordered without delay.
