234 BALTIMORE COUNTY. [ART. 3.

award and report; and the award, if for benefits, shall be con-
sidered a tax "and lien upon the property assessed, and shall be
paid to the county commissioners, or to the treasurer of said
county, upon the order of said commissioners, within sixty days
from the time the award and report are finally ratified and
confirmed as aforesaid; if not then paid, shall be collected as
other taxes' are collected; provided, thirty days' notice is given to
the owner of the property taken for such road, or to him or its agent
or attorney, or left upon the premises in case the owner is unknown;
and said sum shall be applied for the purpose of paying damages
and for the construction of said road; provided, that no work
shall be done on any road so ratified and confirmed until all the
assessments for the construction of said road shall have been paid.
It shall be the duty of the county commissioners to notify the
road commissioners of the district in which said road is located
that all of the aforesaid assessments have been paid; the commis-
sioners of said district shall then advertise for sealed proposals
for the construction of said road according to specifications,
furnished by the road commissioners, and the contract shall be
awarded to the lowest responsible bidder, who shall give bond to
the county commissioners in double the amount of the contract
price, for the faithful performance of the contract; and the
county commissioners shall not pay in full for making such road
until the road commissioners of the district where the same is
located shall have approved the work done and reported such
approval in writing to them.

204. Whenever any person shall desire to improve any road
to an extent beyond that contemplated by the board of road com-
missioners of the district wherein it is located, he may make
application to the county commissioners by petition, setting forth
the location of the road to be improved, the extent and character
of improvement, and probable cost thereof; and the county com-
missioners shall thereupon order the road commissioners of the
district or districts to meet upon the premises and examine the
location and purposes set forth in the petition, and if they shall
judge that the public interest will be promoted thereby they shall
report their determination to the county commissioners, setting
forth an estimate of the money required, and their reasons for
