city lying on the west side of Wills' creek; beginning for the
second ward at the intersection of Bedford (commonly called
Mills) street with Wills' creek, and running with said creek to
the northwesterly limits of the city, and with said limits to the
Cumberland and Pennsylvania railroad to Bedford street, and
with the centre of Bedford street to Wills' creek; beginning for
the third ward at the intersection of the Cumberland and Penn-
sylvania railroad with Bedford street, and running thence with
lie centre of Bedford street and the Bedford road, northeast-
wardly to the city limits, and with said limits westwardly to the
Cumberland and Pennsylvania railroad, and with said railroad to
the place of beginning; the fourth ward shall comprise all that
portion of the city bounded on the west by Wills' creek and
lying between Bedford street and Baltimore street, and the Balti-
more turnpike, to the eastern limits of the city; beginning for
the fifth ward at the intersection of Baltimore street and Wills'
creek, and running with Baltimore street and the Baltimore tarn-
pike to the eastern limits of said city, and with said limits to the
Williams' road, and with said road to the Baltimore and Ohio
railroad, thence by a straight line with the centre line of said
Williams' road extended to the Potomac river, and with said
river and creek to the beginning; and the sixth ward shall con-
tain all that portion of the city lying south of the fifth ward and
east of the Potomac river.

49. The mayor and city council shall appoint three judges of
election for each ward, who shall have power to appoint clerks
and conduct elections in all respects as elections for mem-
bers of the general assembly are required to be conducted
—opening the polls at nine o'clock in the morning and closing
them at seven in the evening; and said judges and clerks shall
receive the same compensation as judges and clerks of election
in Allegany county—to be paid by said city.

thereof for one year previous to the municipal elections of said
