2152 WORCESTER COUNTY. [ART. 24.

any one offence; and all such fines, penalties and forfeitures may
be recovered before a justice of the peace by warrant, judgment
and commitment, for a period not exceeding ten days, to the pub-
lic jail of "Worcester county, in the same manner that commit-
ments are made for fines imposed by the circuit courts of this
State on cpnviction for misdemeanor; but they shall have power
at any time to remit or release the said fines, penalties, forfeitures
and costs, or any part thereof, at their discretion; and any party
fined or subjected to any penalty or forfeiture, may, within five
days after the same shall be imposed and judgment recovered,
supersede, or stay the same for thirty days by giving ample per-
sonal security to the justice of the peace.

163. They may provide for levying and collecting an annual
tax of fifty cents on the owner of every dog, and one dollar on
the owner of every bitch, within the said town, and the killing
of every dog and bitch whose owner cannot be ascertained, or
whose owner shall refuse to pay said tax within one month from
the time he shall be notified.

164. They may cause each male inhabitant of said town, of
twenty-one years of age and upwards, to work on the streets,
lanes and alleys of said town, under the supervision of the bailiff,
at least two days in each year, and as much oftener as they may
deem necessary, not exceeding four days in one year; and if any
person, as aforesaid, after having been summoned in writing one
day previous to the day appointed by the bailiff for working on
the streets, shall fail to appear or provide some one in his stead,
he shall, upon conviction before a justice of the peace, be fined
two dollars; and the bailiff shall receive for his services under
this section not exceeding one dollar per day that he is actually
engaged in working on said streets.

corporation, upon the taxable property, real and personal, within
the town limits, except public and private securities and book
