and disperse the tumultuous meetings of idle, dissolute or drunken
persons; to provide for working and mending the public streets;
for the suppression of vice and immorality; and generally for the
regulation, good government and improvement of said town, and
may enforce the observance thereof under such penalties, fines
and forfeitures as they shall deem proper, not exceeding ten
dollars for any one offence; and all such fines, penalties and
forfeitures may be recovered before a justice of the peace by
warrant, judgment and commitment, for a period not exceeding
ten days, to the public jail of said county, in the same manner
that commitments are made for fines imposed by the circuit
courts of this State, on conviction for misdemeanor; but the said
commissioners shall have power at any time to remit or release
the said fines, penalties, forfeitures and costs, or any part thereof,
at their discretion; and any party fined or subjected to any pen-
alty or forfeitures may, within five days after the same shall be
imposed and judgment recovered, supersede or stay the same for
thirty days by giving ample personal security to the justice of
the peace.

70. They may cause each male inhabitant of said town, of
twenty-one years and upwards, to work on the streets, lanes and
alleys of said town, under the supervision of the bailiff, at least
two days in each year, and as much oftener as they may deem
necessary, not exceeding four days in one year; and if any per-
son, as aforesaid, after having been summoned one day previous
to the day appointed by the bailiff for working on the streets,
lanes and alleys, shall fail to appear or provide some one in his
stead, he shall, upon conviction before a justice of the peace, be
fined two dollars; and the bailiff shall receive for his services
under this section not exceeding one dollar for every day that he
is actually engaged in working on said streets.

71. They may annually levy a tax for the expenses of the cor-
poration, upon the taxable property, real and personal, within the
town limits; and the same shall be collected by a collector ap-
pointed by them for the purpose, whose compensation for collect-
ing said taxes shall not exceed three per centum of the taxes col-
