2126 WORCESTER COUNTY. [ART. 24.

1884, ch. 70.

65. All elections shall be held and conducted as shall be from
time to time directed by the laws of the corporation, not incon-
sistent-with the provisions of this sub-title of this article.

66. Each commissioner, before he acts as such, shall make
oath before a justice of the peace in and for Worcester county,
that he will diligently and faithfully, to the best of his skill and
judgment, perform the duties of a commissioner of said town,
without favor, partiality or prejudice; and a certificate of such
qualification shall be made by the said justice of the peace, and
shall be filed and recorded among the records of the proceedings
of said commissioners.

67. Said commissioners shall meet once in each month, and
oftener if they think proper, and a majority shall constitute a
board for the transaction of business; at their first meeting, or as
soon thereafter as possible, they shall elect one of their number
president, who shall preside at the meetings of the board, give
directions to the clerk and bailiff, under instructions from the
commissioners, and superintend such improvements of the town
as may be ordered by the board.

68. They may appoint a clerk (who may be one of their num-
ber) and prescribe his duties and salary; the said clerk shall keep
a book or record of their proceedings and ordinances, which shall
be open at all times to the inspection of any person interested;
and the said clerk shall furnish to the collector, once in every
year, a list of taxes for collection.

69. They may pass ordinances to preserve the health of the
people in said town; to order the cleansing of all privies, sinks or
any other places for the deposit of refuse and unwholesome
matter; to prevent and remove nuisances; to prevent, restrain or
regulate the running at large of horses, cattle, swine and geese,
within the limits of said town; to prohibit the firing of guns and
pistols or the shooting of fire-works within said town; to prohibit
