1962 WASHINGTON COUNTY. [ART. 22.

scribed for town officers; they shall receive an annual salary of
fifty dollars each, and no other fee or compensation whatever.

160. In case of the vacancy in the position of councilman for
any ward, by death or otherwise, the mayor and council shall
order an election to fill said vacancy for the unexpired term; and
said election, when ordered, shall be conducted in accordance
with the provisions hereinafter enacted in reference to elections
of town officers.

161. The method of holding all elections in said town shall
be as follows: A. It shall be the duty of the mayor to publish
in two newspapers published in said town, at least ten days prior
to the day of holding any such election, notice thereof, which
notice shall state the offices to be voted for, or the objects and
purposes of such election. B. The mayor shall also appoint, at
least three days prior to the day of holding any such election,
three citizens, qualified voters of said town, to act as judges of
election, one of said judges to be of a different political party
from the other two. C. The persons so appointed to act as-
judges, before proceeding to act, shall take the following oath
before the clerk of the circuit court for Washington county, or
one of his sworn deputies: "We will fairly and impartially act
as judges of election for councilmen of Hagerstown (or mayor
and councilmen of Hagerstown) on the —— day of March, ——,
according to the best of our knowledge and understanding of
law;" and a certificate that said oath has been duly administered
shall be received by the judges and made to accompany the cer-
tificates of election returns as hereinafter provided. D. In case
of the failure of the said judges, or either of them so appointed,
to appear and qualify, as herein provided, it shall be the duty of
the mayor to issue a certificate to one or more persons, as the case
may be, to act as such judge or judges, who shall appear and
qualify as hereinbefore provided; and in case of the death,
absence, inability or refusal of the mayor to issue such certificate,
the duty of issuing the same shall devolve upon the councilman
for ward number one to issue said certificate; and in case of his.
death, absence, inability or refusal, the like duty shall devolve
upon the councilman for ward number two, and so on to the
