1936 WASHINGTON COUNTY. [ART. 22.

resign, remove from said town, or be from any cause disqualified,
an election to fill such vacancy shall be held, of which ten days'
notice shall be given, and all persons qualified to vote at a regular
election shall be entitled to vote at any special election.

78. The burgess, before acting as such, shall make oath before
some justice of the peace for Washington county, that he will
well and faithfully, without favor, affection or partiality, execute
the office of burgess to the best of his knowledge, and each com-
missioner, before acting as such, shall also make oath before some
justice of the peace of said county that he will faithfully and
honestly, to the best of his skill and judgment, exercise the
powers given and discharge the duties of him required as com-
missioner of Clearspring, impartially and without favor or resent-
ment, and without delay.

79. The burgess and commissioners may meet from time to
time, as often as occasion may require, upon the business of the
town, and not less than once in every three months; the burgess
shall preside at all meetings of the corporation, and shall have
the privilege of the casting vote only; in his absence the assistant
burgess shall preside, under the same restrictions; but when the
burgess is present the assistant burgess shall have the same power
as a commissioner.

80. They may appoint a clerk and assign his duties, and allow
him such compensation for his services as they may think proper.

81. The clerk shall enter all ordinances passed by the burgess
and commissioners in a book to be kept by him for that purpose,
which shall at all times be open to the inspection of any person
interested, and copies of all ordinances shall be put up in the
most public places in said town.

82. The burgess and commissioners shall cause the footways
of the town to be graded so that the citizens of the town, who
may wish to pave the same, can see where such paving shall be
made.
