P. L. L., (1860,) art 20, sec. 203.

227. They may levy taxes upon all the taxable property with-
in the town for all corporate purposes, but the sum so levied shall
in no case exceed the sum of twenty-five cents in every hundred
dollars; and all taxes, fines, forfeitures and penalties herein im-
posed, or imposed or levied by them, may be collected by the
bailiff of said town, in the same manner as county taxes by the
county collectors.

228. They shall establish some suitable place for their meet-
ings, and give notice thereof, and shall have stated sessions for
the transaction of business, once or oftener, in each month.

229. They may make all such ordinances, by-laws and regula-
tions, for the good government, improvement and benefit of said
town, not contrary to law, as they shall deem proper, and to
restrain disorders and disturbances, prevent and abate all nuis-
ances, and to carry into effect the powers granted to them; and
may establish and enforce such penalties, fines and forfeitures
for offences, as they may deem proper, not exceeding fifty dollars
in any one case.

230. They are also empowered to pass all such by-laws and
ordinances as may seem to them necessary for the proper and
thorough drainage of the town; for the removal of all nuisances
and obstructions in the streets; for repairing, paving and other-
wise improving the streets and alleys of the town; and when, in
their opinion, it may be necessary to open new streets or widen
the existing ones, the question shall be then submitted to the
taxable citizens of said town, and if approved by a majority vote
of said citizens, the commissioners, are authorized to assess the
damages and benefits, and execute the work.

231. If any person shall violate any of the ordinances of the
town of Trappe, under the charter of said town, by loud or boist-
erous talking, cursing, swearing or using profane or vulgar
language, or otherwise, in any manner whatever, disturb the
