47. The commissioners of said town shall be judges of said
election; and every commissioner, before he shall proceed to open
an election, shall make oath that he will faithfully and impartially
permit every person to vote at such election who is qualified to
vote, and that ho will not suffer any person to vote at said elec-
tion who is not, in his judgment, qualified to vote.

48. If any vacancy shall occur in the office of commissioners,
the remaining commissioners, after ten days' previous notice
thereof, shall hold an election to fill such vacancy during the
remainder of the term.

49. Every commissioner, before entering upon the duties of
his office, shall make oath before some justice of the peace that
he will diligently and faithfully, according to the best of his
judgment, perform the duties of his office, and a certificate of
such qualification shall be returned by the justice to the commis-
sioners and recorded among their proceedings.

50. The said commissioners shall meet at the court-house in
said town, or at such other public place therein as shall be pre-
viously notified, on the first Monday in each and every month, or
at such other times as they may deem necessary.

51. They may appoint a clerk, who shall keep minutes of their
proceedings in well-bound books to be provided by them for that
purpose, and also regular accounts in a ledger, of all persons
indebted to the commissioners, except those who shall become
indebted for town taxes; and the said books shall be subject to
the inspection and examination of all persons interested therein.

52. They may make such ordinances as they may deem neces-
