78. Said commissioners may assess and levy a tax, not exceed-
ing two dollars each, for every dog belonging to or kept by any
of the inhabitants of the town, to be recovered and collected as
other taxes, and shall compel the bailiff to kill every dog within
the town whose owner cannot be ascertained, or whose ostensible
owner shall refuse to pay or evade the payment of the tax.

79. They shall have power to charge and collect wharfage for
the use of the town wharf at such rates as they may fix upon, and
said wharfage shall be collected in the usual manner in which
such charges are collected.

80. They may cause the streets in said town to be paved at
such time and in such manner as they may think proper, and may
require the owner of real or leasehold property to pave such part
of the streets as may border on his ground or property; and if
the owner shall refuse or neglect to have such property paved,
for a longer time than thirty days after notice thereof by the
bailiff, the commissioners may have the same paved at his expense,
and may collect the cost of such pavement from such owner in
the same manner as other debts are collected; and any judgment
obtained in such case shall be a preferred lien on said property.

81. If any ground bordering on any street ordered to be paved,
shall be leased for a term less than seven years, the lessee or ten-
ant may pave or repair said street, or pay for the same if done by
the commissioners, and the same shall be allowed in part payment
of the rent due, and to become due to the owner, or his assignee;
and if such tenant should refuse as aforesaid, the commissioners
may, in their discretion, collect the said costs from said tenant or
proceed against the owner.

82. The bailiff shall be the supervisor of streets, lanes and
alleys of the town, and shall have all the powers that are now or
may hereafter be by law incident to the office of supervisor of
