ART. 19.] ROADS. 1759

money for the repairs of said public roads, at their levy term for
each year; provided, however, that said sums so levied shall not
exceed in any one year the sum of five thousand dollars.

101. They are authorized and required to make and adopt
any and all rules and regulations that they may consider neces-
sary to secure said repairs on said public roads; to appoint dis-
trict road commissioners, and such other agents or supervisors as
they may deem necessary; provided, however, that said rules and
regulations shall be uniform, and the pay of said district commis-
sioners, agents or supervisors shall not exceed the sum of one
dollar and fifty cents per day, and that only when actually at
work on or superintending the repairs of said road.

102. As soon after each annual levy as practicable, they shall
apportion the sum so levied for public roads to the several
election districts in said county as they may deem just and fair,
and place said lists in the hands of the collectors, to be paid by
them to such road accounts as may be passed or approved by said
county commissioners.

103. They are authorized to make and pass rules and regulations
respecting the appointment and duties of the district road commis-
sioners and all officers necessary to carry this sub-title of this article
into execution; to have all obstructions and nuisances removed from
the public roads, or near the same, that may inconvenience and
endanger travelers; to allow, upon satisfactory proof, owners for
gravel, timber and other necessary material needed in repairs of
said public roads, and to regulate the mode of ascertaining the
value of any gravel, timber or other necessary material in case of
a dissatisfied owner; to enter upon any adjacent land, and by
ditching or otherwise, to draw the water from said public roads,
and to make satisfactory compensation to the owners of said
lands for any permanent injury done the same, or for any
material taken as aforesaid.
