1876, ch. 201.

105. They shall have full power and authority to levy on the
real and personal property .in the town a sum not exceeding
twenty-five cents on every one hundred dollars worth of property
in any one year, and in the same proportion upon any greater
or smaller share of property; and they are further empowered to
levy a tax, not exceeding fifty cents, on every dog or bitch,
belonging to a resident of the town.

106. All town taxes on said assessment list, upon any house;
or parcel of land within the corporate limits of the town, which
is not in the occupation of the owner thereof, may be charged to
the tenant or other occupant, who shall be liable to like process
for the payment thereof as the owner; and it shall be lawful for
the said tenant or other occupant, after having paid the said
town taxes upon such property, to deduct the same from the rent
next coming dne on said property.

107. It shall be the duty of the bailiff of the town to collect
all taxes properly levied and due, and pay the same to the
treasurer of the board of commissioners; and the said bailiff ia
invested with the same power in the collection of said town taxes,
(except the tax on dogs,) as tax collectors for State and county
taxes; and he may kill any dog or bitch whose owner shall refuse
to pay the tax assessed on the same.

108. He shall preserve order, keep the peace, serve process,
abate and remove nuisances, and execute all orders of the board
of commissioners, and he shall have power to. command the peace,
arrest offenders, collect all monies due the corporation, and do all
such acts and perform such duties as are generally performed by
constables within the limits of the town, and in matters pertaining
to its government.
