of the preceding section, he shall, upon conviction thereof before
some justice of the peace of said town, pay to the commissioners
a fine of not less than one dollar nor more than five dollars for
each offence, together with the costs of prosecution.

76. The compensation of said chimney sweep shall be fifteen
cents for each chimney swept, to be paid by the occupier of the
house to which said chimney is joined.

77. The commissioners are authorized and empowered to erect
within said town a suitable market-house, or repair and improve
the one now standing, and provide for the payment for the same,
either by issuing the bonds of the town, payable as said commis-
sioners shall determine, or by a levy upon the taxable property
in said town, as they may deem proper; and they shall have full
power to pass such ordinances as to them may seem best for the.
establishment, government and regulation of said market.

78. In the absence of the bailiff, they shall have power to
make arrests of persons found violating the laws or ordinances of
the town, and to summon witnesses and compel their attendance
before a justice of the peace of the town, and to do and perform
any and all duties which are now or may hereafter be imposed
upon said bailiff.

79. They shall have full power to regulate the building of
flues in the town, and may prevent by ordinance the protruding
of stove pipes through the sides of houses or walls, so as to
endanger property in the town.

80. They shall annually make out and publish, in at least two-
newspapers published in said town, a full, accurate and complete
statement of all moneys expended by them, specifying the par-
ticular amount, to whom paid, and on what account, which said
statement shall be sworn to by said commissioners before some,
justice of the peace of said town.
