1878. ch. 468.

236. The style of all ordinances shall be, "Be it enacted and
ordained by the commissioners of Laurel;" all suits at law for
the violation of any rules, ordinances, regulations and by-laws
shall be instituted in the name of the commissioners of Laurel
against offending parties, and all fines recovered in such suits at
law for the breach of any rule, ordinance, regulation or by-law
of the corporation, before any justice of the peace for Prince
George's county, shall be collected by said justice of the peace
and paid over to the treasurer of said corporation within three
months after the collection of the same; and the said justice of
the peace shall render an account to the commissioners every
three months, or oftener if required, of the amount so received
by him.

237. The commissioners shall have power to appoint annually
a supervisor, who may be one of their number, whose duty it
shall be to superintend such improvements of the town as may be
ordered by the commissioners, and such other duties as they may
prescribe, and the commissioners may allow him such compen-
sation for his services as they may think proper, and may remove
him at pleasure.

238. The commissioners of Laurel are authorized, directed
and empowered, to issue bonds in the name of the commissioners
of Laurel, in sums of not less than one hundred dollars nor more
than one thousand dollars, to be signed by the president of said
commissioners, countersigned by the clerk and attested by their
seal, not exceeding in the aggregate the sum of ten thousand
dollars, bearing interest not exceeding five per centum per
annum, said interest payable semi-annually on the first days of
October and April in each and every year, and said bonds shall
not be sold for less than their par value and be exempt from
State and county and municipal taxation.

239. In issuing the bonds authorized by the aforegoing sec-
tion, the commissioners shall first issue a series of bonds not
exceeding five thousand dollars, and the remaining five thousand
