228. The commissioners of Laurel may purchase ,and hold
any property, real, personal or mixed, and dispose of the same
for benefit of said town.

229. They may provide by ordinance for the immediate arrest,
without warrant, of any person found violating any town ordi-
nance ; and when it shall appear that the offender is intoxicated,
may confine said offender in some secure place until he shall be
sober; and may provide, further, for the confinement of any
person arrested, if the time be unreasonable, as in the night,
whereby he cannot attend the justice, until a reasonable hour the
succeeding morning, when he shall be taken before a justice of
the peace and dealt with according to the nature of the offence.

230. Justices of the peace for Prince George's county, resi-
dent in the town, are hereby declared to be conservators of the
peace of the town; and it shall be their duty to order the arrest
of any person found breaking the peace or disturbing the quiet
and order of the town, or violating any of the ordinances made
by the commissioners for securing the safety of the property or
lives of the inhabitants of the town, and upon complaint made
before them of the violation of any ordinances of the said corpo-
ration, shall issue process in the name of the commissioners of
Laurel, to recover the fine or penalty imposed for the violation
of such ordinances, against the party offending, and may hear
and determine the matter as any case arising under the laws of
the State, and shall receive the same fees therefor.

231. The justice of the peace, in default of payment of any
fine or penalty imposed by him or prescribed by ordinance, for a
violation of any ordinance of the said corporation, may commit
the party fined as provided in section 205, and in all such proceed-
ings the bailiff shall have the same powers, proceed in the same
manner, and have the same fees as constables in cases of small
debts, and for police duties shall be entitled to the same fees as
