78. They may pass such ordinances, not contrary to law, as
they may deem beneficial to the town; may open and close,
straighten, widen and improve streets, grade and pave the same,
make causeways, establish the width and grade of sidewalks,
curb, pave and set out shade trees therein.

79. In each and every year, at the first meeting of the com-
missioners after they have qualified, they shall appoint some
person who is a resident of said town, and a legal voter of Mary-
land, as treasurer of said corporation, who shall be the receiver,
custodian and disburser of all monies, funds and securities of said
corporation, under the order and control of said corporation; he
shall hold his office for one year from the date of his appoint-
ment, or until his successor is duly qualified; the treasurer so
appointed, before entering upon his duties, shall give bond to the
commissioners, in such penalty as they may prescribe, with sure-
ties to be approved by them; and the condition of said bond shall
be that he, the said treasurer, will well and faithfully account for
all monies and securities received by him for the use or benefit of
said corporation, and that he will well and truly pay to or on the
order of said commissioners, all money received by him as treas-
urer of said corporation; and will, on demand of said commis-
sioners, deliver to them any and all securities or property of said
corporation in his keeping; and that he will not pay out or ex-
pend any money or property of said corporation except on a
written order of said commissioners, duly authenticated; and the
said bond shall be recorded by the clerk among the records of
said corporation; and the commissioners shall, in their discretion,
fix the salary or compensation that the treasurer shall receive.

80. The commissioners are empowered to erect or procure a
proper and necessary room or building for the confinement of
such persons as shall be convicted and committed for fines, misde-
meanors or offences against any ordinance passed by them.
