may seem proper, not inconsistent with the laws of this State;
and may enforce the observance thereof, under such penalties,
fines and forfeitures as they shall deem proper, not exceeding five
dollars for any one offence; and all such fines, penalties and for-
feitures may be recovered before any justice of the peace, by
warrant, judgment and commitment to the public jail of the
county, or in such place of confinement as the board of commis-
sioners shall establish within the limits of the town; but the said
commissioners may remit any part of such fine, or the whole
thereof, in their discretion.

75. They may, in each and every year, cause an assessment to
be made of all real and personal property within the limits of
said corporation, in such manner, not contrary to law, as they
may deem advisable, which assessment shall not in any case
exceed the rate of assessment for State or county taxation; and
they may levy a tax, not exceeding thirty cents on the one hun-
dred dollars worth of assessable property, which said taxes shall
be collected by the treasurer of said corporation, who shall have
power to collect or distrain for the same as any collector of State
or county taxes in Maryland has to collect for State or county
taxes.

76. They shall have power to appoint annually a bailiff, who
shall give bond to them for the faithful discharge of his duties,
in such penalties as they shall require, whose duty it shall be to
preserve the peace and good order of the town; and for this pur-
pose he is vested with the same power and authority as a consta-
ble, and shall have the same fees as constables receive for similar
services.

77. They and all other officers of the corporation, before enter-
ing upon the duties of their respective offices, shall take an oath
before a justice of the peace, that they will diligently and faith-
fully, to the best of their judgment and ability, discharge the
duties of their office, without favor, partiality or prejudice.
