years previous to their election; they shall receive no pay for
their services, except the mayor, who shall receive the fees
hereinafter allowed; provided, the place of holding the first
election under this charter shall be designated by the present
commissioners for Rockville, who shall also appoint the judges
and clerks for said election; the judges and clerks for all subse-
quent elections shall be appointed by the council to be elected
under this charter.

181. The council shall meet at some convenient place in
said town on or before the first Monday in June next succeeding
their election, and as often thereafter as may be necessary to dis-
charge the duties of their office, not less, however, than once in
every three months.

182. The mayor shall preside at all meetings, and shall call
such meetings from time to time as he may deem necessary; but
in the event of the absence of the mayor at any meeting the
members of the council present shall elect one of their own
members to preside during his absence, who shall, for the time
being, be clothed with all the powers and authority of said mayor.
A majority of the council shall constitute a quorum for the
transaction of business, and the council shall pass rules and by-
laws for their own government while in session.

183. Neglect or non-user shall not work a forfeiture of this
charter.

184. The council shall annually appoint a clerk, who shall
also be treasurer, who shall keep minutes of its proceedings in a
well bound book, which shall be open to the inspection of all
persons interested therein, and shall discharge such other duties
as the council may require; and said council shall also annually
appoint a bailiff and such under-bailiffs and other officers as
may be deemed necessary. They may also, if it is deemed ex-
pedient, appoint a supervisor of streets.
